Who we are
The Neighborhood Security Watch Council (NSWC) is a nonprofit, community-led organization working to strengthen neighborhood safety and preparedness throughout Hawai‘i.
We support residents and community leaders with practical tools and education that encourage lawful, ethical, and responsible community engagement.
NSWC was developed as a scalable initiative rooted in the principles of Safer Communities Hawai‘i, designed to support communities statewide.
Our Mission
To empower neighborhoods across Hawai‘i with the education, tools, technology, and partnerships needed to prevent crime, reduce hazards, strengthen preparedness, and foster connected, resilient communities.

Duane K. Samson brings over 37 years of law enforcement experience and a lifelong commitment to community-based safety.
His leadership focuses on building trust, strengthening neighborhood resilience, and empowering residents to take shared responsibility for their communities.
